Bio

Scott Hempling, the founder of Law Offices of Scott Hempling, P.C., in Silver Spring, Maryland, advises public and private sector clients in the electric, gas and telecommunications industries.  His litigation and advisory work has addressed wholesale and retail competition, mergers, utility diversification, state-federal jurisdictional relationships, electric reliability and regional transmission policy.  In addition to participating in all phases of administrative litigation, he has drafted federal and state statutes for clients. He regularly practices before federal and state agencies and before federal and state courts, and has appeared as an expert witness before state regulatory commissions.

 

Mr. Hempling has testified on electricity law and policy before committees of the U.S. Senate and the U.S. House of Representatives, and before the state legislatures of Arkansas, California, Minnesota, Nevada, North Carolina, South Carolina, Vermont and Virginia.  He has advised state agencies in Arkansas, Arizona, Connecticut, Indiana, Kansas, Massachusetts, Michigan, Missouri, Nevada, New Hampshire, North Carolina, Ohio, Oklahoma, Pennsylvania, South Carolina, Vermont, and Virginia; and the Central Electricity Regulatory Commission of India. Past or current clients also include state and national utility consumer advocate organizations, trade associations of municipal and cooperative utilities, public interest organizations, independent power producers, retail marketers, and investor-owned utilities.

 

Mr. Hempling teaches the firm's annual seminars held every Spring (Current Topics) and Fall (Introduction to Electricity Law), and has authored the course books that accompany the seminars.  He also gives specialized, on-site seminars to state commissions and other organizations.
