Scott Hempling, the founder of Law Offices of Scott Hempling, P.C., in Silver Spring, Maryland, advises public and private sector clients in the electric, gas and telecommunications industries. His litigation and advisory work has addressed wholesale and retail competition, mergers, utility diversification, state-federal jurisdictional relationships, electric reliability and regional transmission policy. In addition to participating in all phases of administrative litigation, he has drafted federal and state statutes for clients. Mr. Hempling teaches the firm's annual seminars held every Spring (Current Topics) and Fall (Introduction to Electricity Law), and has authored the course books that accompany the seminars. He also gives specialized, on-site seminars to state commissions and other organizations.
