Pamela A. Fuller is a corporate and international tax attorney, with over two decades of experience. She advises a wide range of clients--including private and public companies, joint ventures, private equity funds, individuals, C-Suite executives, “Start-Ups,” and government entities--on transactional, investment, and supply-chain strategies to achieve optimal tax and business results. She provides sophisticated tax planning services across most industry sectors, including financial services, FinTech, real estate, healthcare, bio-pharmaceutical, construction & engineering, infrastructure, oil & energy, retail & on-line retail, and myriad emerging digital technologies and services, including various crypto applications. Many of her clients have fairly complex cross-border structuring issues, involving the tax regime of several countries and the application of bilateral and multilateral treatie.
Ms. Fuller is also a seasoned taxpayer advocate, with years of experience resolving complex U.S. federal, state, and foreign tax controversies, as well as asserted tax penalties. She began her legal career as a judicial clerk at the United States Tax Court, where she was asked to serve three consecutive 2-year terms in the Chief Judge's chambers (drafting opinions, etc.)
Ms. Fuller is a fellow of the American College of Tax Counsel. She presently chairs the ABA Tax Section’s Tax Policy Committee, and also serves as Co-Chair of the International Tax Section's International Tax Committee. Ms. Fuller frequently speaks at tax and international law conferences, and publishes papers in peer-reviewed law journals. She serves on the steering committees and boards of several organizations, including the International Fiscal Association – USA Branch’s New York Congress; TaxLaw 360’s International Tax Advisory Board; and the New York State Bar’s “Global Law Week.” In October 2019, she was named to “100 Influential Woman in International Tax” by a consortium of European law firms.
Ms. Fuller holds an LL.M. in Tax Law from New York University School of Law, where she served as Graduate Editor of NYU’s international law review and completed post-LL.M. studies in international business and comparative law; a J.D. from Seattle University; and a B.A. from the University of Washington. Ms. Fuller is admitted to practice law in several U.S. state jurisdictions and multiple federal courts, including the U.S. Tax Court.
Prior to becoming an attorney, Ms. Fuller was a business news reporter and an all-news radio anchor for a highly regarded NBC News affiliate in Seattle, Washington, covering regional, national, and transnational business, as well as geo-political developments. In that capacity, she interviewed the founders and CEO’s of some of the world’s most successful companies.
