Ernest Abbott is the principal of FEMA Law Associates, PLLC, founded in 2002 to provide legal services to the emergency management community, with emphasis on the laws and regulations governing the preparedness, response, recovery and mitigation programs of the Department of Homeland Security. Clients include local governments, public authorities, non-profit utilities, hospitals and schools, as well as insurance companies and flood insurance policy holders. Mr. Abbott served as general counsel of the Federal Emergency Management Agency (1997-2001) and has many years of prior legal experience regulating (in the public sector) and representing (in the private sector) critical infrastructure industries. Mr. Abbott is a frequent author and speaker on emergency management law. He serves on the ABA Special Committee on Disaster Response and Preparedness and is vice-chair of the Homeland Security and Emergency Management Committee of the ABA Section of State and Local Government Law. He is a graduate of Swarthmore College (B.A.), Harvard Law School (J.D.) and Harvard's Kennedy School of Government (M.P.P.).
