Bio

Albert M. Ferlo has been practicing environmental law in Washington, D.C., for over 30 years. Currently he is a member of Perkins Coie's Environment, Energy & Resources practice. Previously, he has been an appellate attorney in the Environmental and Natural Resources Division of the Department of Justice, where he was lead counsel on a number of NEPA cases including Thomas v. Peterson, 753 F.2d 754 (9th Cir. 1985) and Douglas County v. Babbitt, 48 F.3d 1495 (9th Cir. 1995). He also served as counselor to the Chief of the Forest Service from 1997 to 2001, where he worked on a wide range of natural resources issues including the development of the Forest Services Roadless Rule. Currently, he represents state transportation agencies in all aspects of federal approvals for highway and transit projects. He also advises solar project sponsors on environmental reviews and entitlement issues for development of solar projects on public land. Recently, he was instrumental in obtaining federal approvals needed for one of the largest concentrated solar development projects in the United States, and is lead trial counsel defending the project against allegations of NEPA, FLPMA, and ESA violations.
