Dallas Baker, P.E, BCEE is Director of Environmental Services at Neel-Schaffer, Inc. based in Jackson, Mississippi. Mr. Baker manages a staff of nearly a dozen engineers, geologists, and environmental technicians who provide a wide variety of environmental services to governmental, industrial, and commercial clients across the region.
Prior to joining Neel-Schaffer, Mr. Baker served nearly 24 years with the Mississippi Department of Environmental Quality in a variety of roles, most recently as Air Director and Chief of the Air Division. In that role he was responsible for maintaining National Ambient Air Quality Standards and policy affecting statewide programs that control air pollution. In his career, Dallas managed multi-media permit writing efforts adhering to state and federal regulations such as Prevention of Significant Deterioration (PSD) Construction, Title V Operating, PSD and Title V avoidance, National Pollutant Discharge Elimination System (NPDES), Pretreatment, and Storm Water. His projects involved facilities in the energy, chemical, manufacturing, and wood products sectors, among others.
Mr. Baker graduated with a Bachelor of Science in Mechanical Engineering and a Master of Science in Environmental Engineering from the University of Mississippi. He earned an MBA from Mississippi College and is a Certified Public Manager. He serves as Secretary of the Ole Miss School of Engineering Advisory Board. Dallas is a licensed Professional Engineer and is board certified by the American Academy of Environmental Engineers & Scientists. He is a Past-President of the Air & Waste Management Association.
