Antonia Fasanelli is the Executive Director of the Homeless Persons Representation Project, Inc. (HPRP), Maryland’s only legal services and advocacy organization dedicated to eliminating homelessness. HPRP's mission is to end homelessness in Maryland by providing free legal services, including advice, counsel, education, representation and advocacy, for low-income persons who are homeless or at risk of homelessness.
During her nine-year tenure, HPRP has become a leader in providing legal assistance to homeless persons, including homeless veterans. In 2008, Ms. Fasanelli oversaw the creation of HPRP’s Veterans Legal Assistance Project (VLAP), which was then Maryland’s only project providing free legal representation to veterans in claims for VA disability benefits and discharge upgrades. VLAP expanded in 2013 to open a legal clinic at the Baltimore VA Medical Center and in 2014, expanded to rural Maryland with a legal clinic on the Perry Point VA Medical Center grounds. Ms. Fasanelli worked closely with the Maryland Judiciary on the creation of the Baltimore City Veterans Treatment Docket, which launched in 2015, and has continued to assist with implementation. Ms. Fasanelli has spoken at national conferences on the development of legal assistance programs for veterans.
From 2011-August 2014, Ms. Fasanelli was Chair of the American Bar Association Commission on Homelessness & Poverty, of which she had been a Commissioner since July 2009. She is currently Co-Chair of the Economic Justice Committee of the ABA Section on Civil Rights and Social Justice. From November 2010 to June 2014, she was a member of the Maryland Court of Appeals Standing Committee on Pro Bono and in 2014, was appointed a member of the Journey Home Board, which oversees Baltimore City’s 10-year Plan to End Homelessness. In 2013, Ms. Fasanelli was chosen as a Leading Woman by The Daily Record and in 2011, she was a recipient of the Leadership in Law Award from The Daily Record.
Ms. Fasanelli received her J.D. magna cum laude from the Washington College of Law, American University in 2001 and her B.A. cum laude from Barnard College, Columbia University in 1996. From 2001 to 2002, Ms. Fasanelli was a law clerk to The Honorable Barefoot Sanders of the U.S. District Court for the Northern District of Texas. Prior to law school, Ms. Fasanelli was an Americorps*VISTA Outreach Coordinator at the National Law Center on Homelessness & Poverty.
